Power Industry Development Recommendations

(1) Increase the pace of electricity price reform in the power system to promote development. The current power management and electricity pricing system is not conducive to the development of renewable energy and decentralized power supply; the highly monopolistic power grid management system lacks a market competition mechanism, and it is difficult to separate transmission and distribution; and electricity price reforms are lagging behind, and they cannot be formulated in line with local conditions, and adjustments are not timely, resulting in power losses. Can not attract private capital investment; large users do not have the right to choose to send power providers. It is recommended to do a good job in top-level design of power reforms to address the issue of wind power, photovoltaic power generation, and a highly monopolistic power grid as a breakthrough, accelerate the pace of reform and opening up of the power industry, and promote sound and rapid development.

(2) Strengthen the power planning work, use the scientific concept of development and market economy to optimize the allocation of resources, make overall plans for the construction of power grids across the country and regions, and do a good job of supervision and implementation. There is an urgent need to research and solve the power transmission transmission planning and project construction of large-scale wind power bases in Mengdong, Jilin, Mengxi, Jiuquan, and Hami, and the provincial solar power generation planning and natural gas power generation planning.

(c) Strengthen research on forward-looking scientific and technological projects and occupy the highlands of science and technology. China's power industry has ranked first in the world, and most of its technological level is among the highest in the world. However, core technologies such as nuclear power plants, gas turbines, photovoltaic modules, and ultra-high temperature alloy steels have not yet been fully mastered and must be tackled as soon as possible. According to the development needs, we will focus on the research and development of fourth-generation nuclear power equipment and fast reactors with safe and economical performance, supercritical thermal power equipment with a temperature of 700 degrees Celsius, high-efficiency gas turbines, more efficient photovoltaic modules and wind power generation equipment, and development and transmission of technical equipment for the Yarlung Zangbo cascade hydropower stations. Energy storage technologies, smart grids, energy-saving technologies, carbon capture and storage technologies, etc. lead the world in the development of electric power technology.
