Tianjin Branch's Refining Department Introduces Tendering Notice for Construction General Contracting of Municipal Reclaimed Water Optimized Water Cost Project

The Tianjin Branch's Refining Department has initiated a municipal water reuse optimization project aimed at reducing water costs. The project was approved under the "Approval for the Introduction of Municipal Water Reuse Optimization Project Basic Design for the Refining Department of China Petroleum & Chemical Corporation Tianjin Branch" (Sinopec Corp. [2017] No. 287). The tendering entity is China Petroleum & Chemical Corporation Tianjin Branch, and the project is fully funded by the company with 100% self-raised capital. The bidding process is currently open, inviting qualified bidders to submit their proposals.

2. Project Overview and Bidding Scope

2.1 Project Name: Municipal Water Reuse Optimization Project for the Refining Department of Tianjin Branch.

2.2 Construction Site: Binhai New Area, Dagang, Tianjin.

2.3 Project Scale: Not applicable.

2.4 Investment: The total approved investment for the project is 928.8 million yuan (including deductible VAT of 1.497 million yuan), and the construction cost for this bid is approximately 4.1 million yuan (tax included).

2.5 Planned Duration: 119 days from the start date of construction to the completion date. Key milestones include: - Start Date: January 10, 2018 (actual start date will be based on the notice issued by the supervisor). - Scheduled Completion Date: May 9, 2018 (actual delivery date will be based on the receipt of the engineering certificate signed by the contractor).

2.6 Bid Section: One section.

2.7 Scope of Bidding: (1) Underground installation of a DN350 water supply pipeline from the existing DN450 municipal secondary water pipeline outside the east wall of the Thermoelectricity Department to the east of No. 3 Road in the Refinery Department. This includes upgrading and expanding the oil refining product quality, laying a DN250 water supply pipeline after the head shake, and connecting it to the buried road of No. 0 section of the Refinery. A new pipeline will be installed along the existing pipe corridor on the north side of the atmospheric-vacuum distillation unit. Total lengths: 2,800 meters for DN350 and 1,880 meters for DN250. (2) Two new demineralized water tank buffer tanks and two auxiliary tanks will be constructed on the east side of Refinery Zero Road, along with two sets of demineralized water pumps and one automatic ammonia plant. (3) Two new power distribution cabinets will be added in the demineralized water pumping room, with power sourced from the oil refinery water treatment substation.

3. Qualification Requirements for Bidders

3.1 Bidders must meet the following basic qualifications: (1) Be an independent legal person registered within the People's Republic of China. (2) Hold a qualification certificate for general contracting of petrochemical projects issued by the construction administrative authority. (3) Possess an effective safety production license issued by the construction administrative department. (4) Hold valid certifications for quality management, environmental management, and occupational health and safety management systems. (5) Have experience in constructing petrochemical auxiliary projects with a single contract value of 4 million yuan or more since 2014. (6) Maintain good financial condition, sufficient assets, and the capability to fulfill contracts effectively.

3.2 The tender does not accept bids from consortia.

3.3 Bidders are required to submit personnel who will not be involved in other projects during the contract period. Personnel requirements include: (1) The project manager must hold a first-class registered construction engineer qualification in mechanical and electrical engineering (registered with the bidder’s company) and an effective B-level safety production assessment certificate. They should have experience managing petrochemical auxiliary projects with a contract value of 4 million yuan or more. (2) The technical director must hold an advanced engineering title or higher. (3) The safety officer must hold a valid C-level safety production assessment certificate for full-time safety managers.

3.4 The qualification review method is post-qualification.

3.5 Potential bidders are advised to carefully consider whether to participate in the bidding. If they decide not to proceed after downloading the documents, they must notify the tenderer or the agency in writing (with official seal) before the deadline. Failure to do so may result in restricted bidding under the China Petrochemical Construction Market Credit System regulations.
