Tianjin Branch's Refining Department Introduces Tendering Notice for Construction General Contracting of Municipal Reclaimed Water Optimized Water Cost Project
The Tianjin Branch of the Refining Department has introduced a municipal water reuse project aimed at optimizing water costs. This project was approved under the document "Approval for the Introduction of Municipal Water Reuse Water Optimization Project Basic Design for the Refining Department of China Petroleum & Chemical Corporation Tianjin Branch" (Sinopec Corp. [2017] No. 287). The tender is being conducted by the China Petroleum & Chemical Corporation Tianjin Branch, with the entire investment amounting to 100% self-raised by the company. The project is currently open for bidding, and interested parties are encouraged to submit their proposals.
2. Project Overview and Bidding Scope
2.1 Project Name: Municipal Water Reuse Optimization Project Introduced by the Tianjin Refining Department.
2.2 Construction Site: Dagang, Binhai New Area, Tianjin.
2.3 Construction Scale: Not applicable.
2.4 Investment: The total approved investment is 928.8 million yuan (including 1.497 million yuan in deductible value-added tax), with the construction cost for this bid estimated at approximately 4.1 million yuan (tax included).
2.5 Schedule: The planned duration is 119 days, starting from the official start date set by the supervisor to the completion date.
- Planned Start Date: January 10, 2018 (actual start date will be based on the notice issued by the supervisor).
- Scheduled Completion Date: May 9, 2018 (actual delivery date will be based on the date of receipt of the engineering certificate).
2.6 Tender Section: One single section.
2.7 Scope of Work:
- Laying a DN350 water supply pipeline from the existing DN450 municipal secondary water pipeline outside the east wall of the Thermoelectricity Department, extending underground to the east of No. 3 Road in the Refinery Department. The pipeline will be laid from the shake head to the buried road of the No. 0 section, with additional pipelines installed along the north side of the atmospheric-vacuum distillation unit. Total lengths: 2,800 meters for DN350 and 1,880 meters for DN250.
- Constructing two new demineralized water buffer tanks and two auxiliary tanks on the east side of Refinery Zero Road, along with two sets of demineralized water pumps and one automatic ammonia plant.
- Installing two new power distribution cabinets in the demineralized water pumping room, with power sourced from the oil refinery water treatment substation.
3. Bidder Qualification Requirements
3.1 Basic qualifications required:
- Must be an independent legal entity registered within the People’s Republic of China.
- Hold a general contracting qualification for petrochemical projects issued by the relevant administrative department.
- Possess an effective safety production license.
- Maintain valid certifications for quality management, environmental management, and occupational health and safety systems.
- Have experience in constructing petrochemical auxiliary projects with a contract value of at least 4 million yuan since 2014.
- Demonstrate sound financial condition and capability to fulfill the contract.
3.2 Consortium bids are not accepted.
3.3 The bidder must submit personnel who will not hold positions in other projects during the contract period.
- The project manager must have a first-class registered construction engineer qualification in mechanical and electrical engineering, and a valid safety production assessment certificate (B certificate). Experience in similar projects with a contract value of 4 million yuan or more is required.
- The technical director must hold a senior engineering title or higher.
- The safety officer must have a valid C certificate for construction company safety management.
3.4 Qualification review will be conducted after submission.
3.5 Potential bidders are advised to carefully consider participation. If they decide not to proceed, they must notify the tenderer in writing before the deadline. Failure to do so may result in restrictions on future bids.
